Dogs Trust Welcomes Introduction of New Pet Theft Law

Dogs Trust, the UK's leading dog welfare charity, has welcomed the new Pet Abduction Act which comes into force this Saturday, 24th August.

From Saturday, anyone found guilty of stealing a dog in England or Northern Ireland will face up to five years in prison, a fine, or both. Previously, despite the very distressing nature of having a dog stolen, pet theft has not been a specific crime and has instead been treated in the same way as the theft of household items such as phones and bikes.

Under the new Pet Abduction Act, dogs and cats are no longer treated as inanimate objects but instead are recognised as sentient beings capable of experiencing emotional trauma when they are stolen from their owners.

Paula Boyden, Veterinary Director at Dogs Trust says:

"We are delighted to see the Pet Abduction Act come into force, and that it recognises the emotional bond between dog and owner. For years, Dogs Trust has called for harsher penalties to deter those who profit from this despicable crime and to tackle the issue of pet theft here in the UK.

"Having your beloved pet stolen is an extremely stressful, heart-breaking experience. For most owners, pets are members of the family, and being separated from them, without knowing where they are, is devastating. However, despite the obvious emotional impact pet theft has on families and owners, until now it has been treated no differently to mobile phone or laptop theft.

"Along with this new law, there are other ways owners can reduce the chances of this despicable crime happening to you. Never leave your dog unattended, especially in a public area, and if you are walking them off lead, always keep them in sight. You should also be careful with what details you share online about your canine companions.

"Not only is it a legal requirement for your dog to wear a collar and ID tag in a public place and to be microchipped, these two simple steps will also help to get your dog home to you as quickly as possible if the worst does happen."

To help owners reduce the risk of their dog being stolen, Dogs Trust has issued the following advice:

· Ensure your house and property boundaries are secure – keep your dog in and intruders out.

· If you leave your dog in the garden, make sure it is secure so that thieves cannot enter.

· Do you post pictures of your dog on social media? If so, regularly review your privacy settings and make sure your address can't be identified from your posts.

· When exercising your dog, always keep them in sight and pay attention to what they are doing. If exercising your dog off lead, make sure they have good recall and come back to you when you call them, regardless of where they are.

· Never leave your dog unattended in a public place - even if it's just for a minute.

· Likewise, never leave your dog alone in a car. As well as the risk of being stolen, they can also easily overheat, even if the weather is mild.

· Make sure your dog is searchable in case the worst should happen. Ensure your dog is wearing a tag with your name, phone number and address on it, and make sure your dog is microchipped. Let your database provider know if you move house or any of your contact details change, and keep up-to-date, clear photos of your dog, making sure to show any distinctive features.

If the worst does happen and your dog is stolen, you can feel helpless and have no idea where to start looking for them. Dogs Trust suggests the following:

· Report the theft to the police straight away. Make sure you get a crime reference number and insist that your dog is recorded as stolen and not missing.

· Report the theft of your dog to your local authority dog warden.

· Notify your microchip database provider.

· Ask local rescue centres, animal charities and vet practices to keep an eye out for your dog.

· Monitor places thieves may try to sell your dog, like pet websites and notice boards. Notify the police immediately if you come across anything.

· Use missing and stolen animal websites such as DogLost which help to reunite missing pets with their owners by offering free advice and support.

Canine crime: Expert tips to reduce the risk of pet abduction

With dogs being the most commonly stolen pet in the UK, dognapping is an ongoing issue that pet parents should be conscious of. But new laws which will make pet theft a criminal offence across the country could see those convicted of 'pet abduction' face a fine or a maximum five years in prison.

While these new proposals are a step in the right direction, it's important that dog parents are doing all they can to keep their four-legged friends safe. With this in mind, Allie Simpson, Content Manager at Petsure has provided their top tips for preventing dog theft, and what you should do in the event that your beloved pet does go missing.

Get your dog microchipped and keep the details up to date

It's the law in the UK to get your dog microchipped, and one of the reasons for this is to help reunite pet parents with their pups if they go missing. So make sure you keep your dog's microchip details up to date, for example if you move house, so you can be easily reached if they're found. Also double-check that your pet's records are held in a microchipping database that meets government standards.

Using a collar with an ID tag is also the law in the UK, and should include your name and address so rescuers have a way to reach you.

Think about dog theft prevention devices

You can pick up a range of dog theft prevention devices online and in pet stores. For example, anti-theft leads, collars, or harnesses that come reinforced with stainless steel to stop thieves being able to cut them. Meanwhile, if your dog does go missing, a GPS tracker lets you track their live location.

Just remember to do your research on the effectiveness of these devices, and whether they can be easily removed by thieves.

Don't leave your dog alone in public

Thieves are opportunists, so try not to leave your pup tied up outside a shop or restaurant. But don't be tempted to leave them in the car, as dogs can easily overheat.

Secure your home and garden

Having high fencing and a lockable gate can help to stop thieves from trying to take your dog from the garden. Make sure to secure any holes or fence sections that your pup might be able to wriggle through.

Other security measures could include home security systems like video cameras and sensored lights.

Be wary of who knows your location

When it comes to social media, be wary of tagging your location when uploading pictures of your dog, and be aware of who can see your posts. Potential thieves might be able to use this information to find out where you live or the areas you tend to go for walks.

With this in mind, switching up your walking routes and, if possible, the time of day you take your dog out can help keep you both safe.

Teach your pup good recall

Knowing your dog will come back to you when called will give you peace of mind while you're out and about. A recall cue is a separate word from your pups' name such as 'come' or 'here', to form a command such as 'Max, here' when you wish them to return to your side.

Always make sure to stay alert when walking your pup, and keep them close if you spot anyone acting suspicious nearby.

Check out doggy caregivers

If you're leaving your dog in the hands of a professional, whether that be a walker or sitter, make sure they're in safe hands. Do your research and check out reviews before committing, and don't be afraid to ask for proof of insurance.

Listen to your fellow dog community

Joining local online pet groups or forums can be a good way to keep up with news in your area. Members of the group may post reports of suspicious behaviour, and if your pup does go missing, this could be a helpful place to find information.

Allie Simpson, Content Manager at Petsure adds, "Pets really are part of the family, and if one goes missing, it can be an incredibly stressful situation. If you do think your pup has been stolen, try not to panic. Report this to the police, and give them as many details as possible. You can also contact your local vet, rescue centres, online community boards, and your dog's microchip database. It might also help to print off 'missing dog' posters to put up in your local area.

"All pet parents should think about having pet insurance to cover the basics, such as vet fees or emergency care. Dog theft has hit the headlines recently for reaching a seven year high, with over 2,700 dogs stolen last year, and reported hot spots popping up all over the UK including London, West Yorkshire and Kent amongst the worst for dog napping.

Due to this threat to our furry friends, experts at PuppyHero.com chose to collate a list of the top tips to prevent dog theft and provide some helpful information around the crime.

How to protect your pooch on a walk:

All dogs require regular exercise, but this is prime time for dog theft to occur. Below are the top tips to keep your dog safe on a walk:

- Practice Recall and or use an extended lead: in case there is an emergency or threat to your dog, it's vital to ensure they'll respond to your calls. Try using tasty treats for your dog as this will greatly assist in recall.

- Avoid Routine: this makes it harder for dog kidnapping gangs to track you and work out when to intercept and steal your dog.

- Walk with a friend: where possible, opt for safety in numbers, a friend will provide an extra witness and backup should you encounter a dognapper.

- Do not give out your dog's name: putting your dog's name on their collar, harness or ID may make it easier for strangers to lure them over.

- Stay aware of your surroundings: keep your eyes on your dog and avoid distractions like mobile phones. Try to always have a charged phone and not wear earbuds when walking your dog.

- Be seen and be heard as the owner: so as to make everyone aware that the dog is yours and you have a constant eye on it, to deter any dognappers.

- Walk in open spaces: if you feel uncomfortable, try to opt for open, populated spaces where you can be easily seen.

- Follow your instinct: if you suspect someone may be following you or raises your suspicions, leave the area quickly.

Keeping your dog safe while out and about:

- Avoid location tags on social media: this prevents thieves from knowing your address or where you regularly attend with your dog.

- Extra vigilant: report any suspicious activity you see.

- GPS tracking collar: consider investing in a GPS tracking collar, this will allow you to know your dog's location at all times.

- Be careful of strangers asking you a lot of questions: always be wary of an unknown person asking unusual or constant questions about your dog (both on and offline).

- Dog walking/kennel/groomer services: always carry out complete, extensive checks to see if they are trustworthy and reputable.

- Note emergency SOS shortcuts on your phone: these can help if you feel threatened or unsafe.

- Carry an alarm device: these can help to scare attackers and attract attention.

- Refuse help from strangers: unless absolutely necessary, avoid stranger's offers for help with your dog.

- Tint your car windows: dognappers have been known to steal canines from cars.

- Keep your dog building side: walk them away from the curb.

- An adult should always be in control: ensure children always walk dogs in the presence of an adult as dognappers may be more likely to target those they see as less likely to resist.

- Find local dog friendly stores: this will ensure your dog need not be left outside or in the car.

Preventing dog theft from your home:

- Protect home and secure property: consider dog cameras, CCTV, and video doorbells.

- Dogs are easily taken from gardens: especially front gardens, so make sure to secure your garden with tall fences.

- Lock and alarm gates: to prevent unwanted intruders.

- Leave a light on if your dog is home alone: this can be helpful in the evening, so it looks like someone is in. Alongside this, always turn an outside light on for supervised late night toilet trips so you can see your dog at all times.

- Outdoor kennels should also be alarmed and locked: for any dogs kept outdoors, ensure kennels have sufficient security.

- Gravel your path or driveway: this makes it harder for intruders to discreetly approach.

- Regularly test your home alarm: to ensure it's in working order.

- Lock your dog flap when not in use: and don't leave the window open in the room your dog is in.

- Don't showcase new puppies online: be careful oversharing any new pets, puppies are especially valuable to dog nappers.

Theft prevention by type of dog/breed:

- Puppies that are not chipped are more valuable as they have no ID: be extra careful in protecting puppies as they are prime targets.

- Be extra careful with pedigree dogs: they are the most valuable and therefore the optimum targets.

- Neutered dogs will deter thieves: as some thieves look to steal pets to breed them, a neutered dog will be less of a target.

- When selling puppies, have someone else present: limiting the number of people and showing them in only one, secure area can protect your dogs from theft.

Proving ownership:

- Proof of ownership: it is important that you have documentation of ownership in order to make sure there is no dispute should your dog be lost or stolen.

- Keep ID collar tags up to date: make sure your current mobile phone number and other contact details are on the tag.

- Get your dog microchipped: this will be done by your vet, it will be relatively pain free for the dog and cheap to do. This is required by law in the UK before the dog is eight weeks old.

- Be sure to take photos of your dog: keep in mind capturing many angles and any identifying features. Take a photo of you with your dog too, and before and after grooming.

- Your dog's DNA: if you're really worried about dog theft then consider collecting their DNA to match later on if needed. There are services that can help with this.

Financial tips:

- Pet insurance: make sure this covers theft and you'll be financially compensated.

- Be careful with rewards: if offering a reward for your dog, make sure information is correct and your dog is found before giving the money.

- Keep all your documents safe: to be accessed in an emergency.

Proposed bills on kitten smuggling and cat theft could protect tens of thousands of cats

The UK's leading cat welfare charity has welcomed new Private Members Bills on kitten smuggling and cat theft, saying it will help protect cats and kittens from unscrupulous individuals looking to profit at their expense.

Cats Protection says an estimated 50,000 cats that were acquired by people in the UK last year came from an overseas source.

The charity says it's unclear whether any health and welfare checks were done on all these cats or what conditions they were subjected to during travel, meaning some may have arrived in the UK in an extremely poor state of health or carrying infectious illnesses that they could pass to other cats. Many felines also become very stressed during long journeys leading to related illnesses such as cystitis.

Annabel Berdy, Cats Protection's Senior Advocacy and Government Relations Officer said: "We are delighted to see that the important issue of cat smuggling has been brought forward in a Private Members Bill today.

"Cats Protection has long campaigned for action on this important issue and so have our supporters who sent over 30,000 emails to parliamentarians and policy makers urging them to take action to prevent the smuggling of cats."

The charity has also welcomed a second Private Members Bill which seeks to combat the growing problem of pet theft by creating a specific offence of 'cat abduction.'

Annabel said: "A specific offence of cat abduction is desperately needed as cat theft is a real and growing problem in the UK. A report by Pet Theft Awareness found that in 2021 police-recorded cat theft increased by 40% on the previous year and has more than quadrupled since 2015.

"There are a number of reasons for this including the buoyant market in cats and kittens and a staggering rise in demand for high-value purebred or pedigree cats.

"If we look at cats obtained in the last year, 42% of them were pedigree or purebred cats compared to just 17% of those obtained more than five years ago.

"92 per cent of cat owners regard their cat as a family member so to have a cat stolen creates so much upset and anguish for families all over the UK."

Cats Protection is the UK's leading cat welfare charity and has helped an average of 157,000 cats and kittens a year over the last five years through its national network of 210 volunteer-run branches and 34 centres.
